If Measure P does not reach the simple majority needed to pass, all city ordinances authorizing and implementing fluoridation would be repealed and fluoridation would cease permanently. A "no" vote is a vote to repeal the ordinances and terminate fluoridation and a "yes" vote continues the practice.
