Harrisburg parents charged with homicide of mentally disabled son

A Harrisburg couple has been charged in the death of their 9-year-old mentally disabled son who authorities say weighed just 16.9 pounds at the time of his death and had feces caked on his feet and fingers. Jarrod N. Tutko Sr. and his wife, Kimberly, were charged with criminal homicide in the death of their son, Jarrod Tutko Jr., according to a criminal complaint filed Monday.
