Police in Harrisburg, Pennsylvania, charged the parents of a 9-year-old autistic boy with homicide on Monday in their son's starvation death in July. Jarrod Tutko Jr. weighed just 16.9 pounds and measured 42 inches tall at the time of his death, Dauphin County District Attorney Edward Marsico and city police said at a news conference.
